This article argues that the restructuring of media in Central and Eastern Europe during
the past two decades has generally been based on pluralistic ideals, but that lack of
resources combined with delayed or insufficient implementation of measures to ensure
plurality of private ownership and strong public service media have created situations
different from those in other European Union member states.
