Traditional broadcast technology is being replaced by information techology-based
systems. Due to their complexity, the systems' implementation requires a sophisticated
project management approach. The current methods applied by the public service
broadcasting organizations in Germany do no seem suffiecent for these new
requirements. This article analyzes the management of technological change. The
analysis is based on the basic principles of project management with its institutional,
functional and instrumental aspects. An explorative and qualitative analysis of 13
interviews with manages from six (out of eleven) public broadcasting organizations
identifies deficiencies in defining objectives, communication and project evaluation.
Approaches for improvements include training for project managers and adapting the
project to meet increased requirements.
